Non‐tariff measures and productivity of Ukrainian food‐processing firms

Using detailed data on veterinary, ecological, sanitary, phytosanitary and mandatory certification measures, this paper studies the effect of non-tariff measures (NTMs) firm productivity in food-processing industry through forward backward linkages. quantity value output at product level, we calculate compare quantity- revenue-based total factor (TFP). Exploiting episode NTM liberalisation Ukraine 2008–2012, find that NTMs intermediate inputs have a negative quantity-based TFP. Other trade policy variables, including input tariffs also negatively influence productivity. The TFP is weaker due to price quality adjustments. Interacting changes with import intensity prior liberalisation, firms used imported more intensively tend lower long-run growth.
